The difference between these two terms can cause controversy. Living a strictly vegan life compared with a plant-based diet are two very separate things.
What is veganism?
Veganism describes a lifestyle which seeks to remove animal products, harm or exploitation as far as is practicably possible across all aspects of living.
This is first of all not a diet, but an approach to everything in your life. Choice of car model, choice of clothing, choice of cleaning products and more are all big considerations for vegans as they will always choose animal free/not tested on animals.
What is plant-based?
Plant-based specifically describes a way of eating that, while does seek to avoid animal products and thus reduce harm, can actually be totally separate from ethical/animal rights views.
Many choose plant based for their health, others for the environment and some do choose this diet for the animals. Plant-based does not describe something quite as strict however. For example, the odd meal may feature something non-vegan/plant-based.
This is typically a diet that revolves mainly, but not always exclusively, around plants.
